With over 30 years’ experience in the health care industry, Cindy Dunne, President and CEO of ECS Solutions, has focused the last two decades towards providing billing, compliance, and consulting services for skilled nursing facilities and other health care providers; helping them to achieve better cash flow and financial success through prompt and knowledgeable billing and collection of receivables.

As a nationally recognized industry expert, Cindy is a frequent speaker and presenter at conventions, webinars, and professional events; and a regular contributor to both regional and national healthcare publications. Cindy is the innovator and chief editor of the nationally distributed ECS Industry Update.

She advocates on behalf of nursing homes and other long term care providers. Additionally, she has served as chairperson on numerous committees for nursing home associations, home health and hospice organizations, the Ohio Health Care Association and the American Health Care Association.

An Ohio native, Cindy grew up working in her family’s two nursing homes, where she acquired the compassion, the dedication and the business acumen required to run a successful health care organization. This first-hand experience taught her that a sound financial position — supported by accurate, timely billing — underpins every provider’s ability to provide high-quality patient care.

Pam Ostroske is an accomplished HR professional with over 20 years of industry experience. Pam serves ECS Solutions as the Director of Human Resources, where she is responsible for recruitment, staffing, benefits management, payroll and career development. Her HR management strategies included the development of training programs and a performance management system, and have enabled ECS to recruit, train and retain a talented, high performing and motivated workforce.

Pam is an alumnus of West Liberty State College in WV, the WV School of Banking, and is a member of the National Society for Human Resource Management.

Tammy Davis

Senior Consultant, Medicare & Managed Care

With over 36 years’ experience in the Nursing Facility Industry, she began her career as an administrative assistant to the owner and administrator of a 260 bed skilled nursing facility. From there, she developed her skills as an expert in business office functions and as a Medicare biller. Her combined experience serving the community in these various facets contributes to her vast knowledge of Medicare guidelines as they pertain to facilities.

Tammy joined ECS Solutions in 2007 as the Medicare Consultant, leading her team and partnering with clients through the Medicare terrain. She is a standing presenter for the ECS Learning Series sessions, a bi-monthly webinar program where she educates the community on changes, best practices, and how to navigate Medicare. Additionally, Tammy is a major contributor to the monthly Industry Update, providing her expertise on the subject.

Patti Wesenberg

Senior Consultant, Medicaid

Patti began her fulfilling career as a caseworker at the Sandusky County Department of Jobs and Family Services and then moved to Lucas County to perform quality control where she quickly advanced to Medical Assistance Coordinator for the State of Ohio. For more than 20 years, she assisted providers with navigating and billing Medicaid; trained county staff; worked with state agencies in policy development; and served as liaison between the state, county, and the community. In 2008, Patti joined ECS Solutions as the Medicaid Senior Consultant where she develops and conducts Medicaid workshops, researches, and solves problems for the long-term care community, acts as a nursing home advocate, and co-authors the Industry Update.

Kathy Yost-Lingel

Senior Consultant, MyCare & Managed Care

Kathy’s acumen in regards to MyCare rules and regulations is an invaluable asset to clients and ECS team members alike. As a leader of ECS, she represents and consults clients through the ever-changing rules and regulations of the health care industry; equipping clients with the required resources to best optimize their revenue cycle management. In addition to building a strong rapport with industry payers, Kathy advises on best practices in the business office environment, uniquely tailored for every setting.

With a bachelor’s degree in business management, Kathy also has extensive experience as a business office manager and multi-state billing.

Patricia Jackson

Senior Consultant, Medicaid Eligibility

Before joining ECS team, she served 9 yrs. as the CEO/owner of a Columbus based long term care consulting company where her vision connected loved ones with nursing homes ensuring a seamless fit and NO GAP IN PAYMENT was her motto. Patty worked in the Medicare/Medicaid arena in two different areas which is what inspired her to start a consulting firm and putting all of that knowledge to work in Ohio and 13 other states. She was the Medicaid manager for a national hospital vendor, and then worked for a law firm that did Medicaid Planning. National Eligibility Solutions was the result of this combined experience that led her then and today to be an advocate for the long term care industry and she brings that knowledge/passion to ECS daily. Patty has conducted seminars for National Business Institute on Medicaid Eligibility, as well as the OHCA National convention, and many long term care facilities in her region. Patty has extensive experience in the financial services industry as she was an executive for Discover Financial Services for 20 years where she ran the Collections, Fraud and National Accounts for the top 500 merchant’s acceptance of Discover Card.

Shannon George

Client Relations & Quality Control Manager

Shannon has been involved with the health care industry for the last decade; offering project management support to clients and staff of ECS for over 5 years. As client relations and quality control manager, Shannon specializes in premier client service – from the onboarding process forward, she provides detailed attention to every client ensuring seamless implementation and cultivates a solid partnership. She works intimately with the ECS staff, leading and training her team to offer the best care to clients. Also responsible for streamlining and formalizing client onboarding, Shannon is an integral part of setting expectations, collaborating, and advocating for the success of clients.

A graduate of The Ohio State University and also a graduate school alumnus in Health Care Administration, Shannon continues to dedicate herself to the growth of her team and clients.
